En 1796 escapó de la prisión española en Cádiz, pasó a París donde se entrevistó con Francisco Miranda y luego se escondió en Inglaterra donde pidió ayuda para la independencia latinoamericana de España, pasando luego a Francia.
Algunos de sus detractores dicen que era perseguido debido a su situación de deudor fallido estando encargado de la Tesorería de Diezmos, y no necesariamente por motivos políticos. A la luz de esta denuncia, argumentaron que escapó y promovió la revolución para poder volver con seguridad a Nueva Granada.
